Virginia does not make a dog owner automatically liable for a bite the way some states do. Instead, the claim usually turns on the owner’s negligence, often a violation of a local leash or control law, or knowledge that the animal was dangerous. No. Unlike strict-liability states, Virginia generally requires showing the owner was negligent, often through a leash-law violation or knowledge that the dog was dangerous. We build that case.
